Been tweaking tardis_hoedown some more

I've updated the community info yet again, and spelled out the logistics of adding to the story in more detail now. I put that bit in bright orange font, so it'll be easier to find when you're quickly scrolling down the page, without having to read every one of those little words that come before it.
