Good Guy chases down Bad Guy, grabs him by the neck and puts him in a stranglehold.

Because we all know that being blind and being paralysed at the same time is a fate worse than death.
We know that. A character can say that, and absolutely everyone in the audience will agree, and cheer the good guy for being so macho, even the people in the audience who might... oh, you know, actually be both blind and paralysed.
And then some other stuff happened, and there was a shootout, and the terrorists were caught, yada, yada... If you know these shows, I can say that without spoilering anything.
Yeah, I know. As my mother would say: "Consider the source." NCIS: LA doesn't even pretend to be thoughtful or deep (if it does, it's a very delusional actor).
But I would like to go at least a fortnight without being reminded by my culture that if I had any sense at all, I would kill myself.
On second thought, no. That's not what my culture wants. My culture wants me to sacrifice every breath and moment of actual living and hand myself over to doctors, so I could be cured. Because living without being perfect is a waste of everyone's potential.
